I've been learning in my education program up in Edmonton that the Program of Studies (the curriculum they must cover) can be somewhat limiting for teachers...it's the "law" or "truth" of our system...I think I heard that it's even more so that way in the States. Finland, however, has a system in which teachers have much more freedom in how they set up classrooms, and the results, I believe, have been encouraging. Interesting how the government has their hands in everything, including on how children are raised.
